Old brass thing-a-ma-bob!.......

Found this old brass item in a lake. It says (ARMAND) on it and it had a little thumb slider on the track on the outside but it was gone when I got in from the lake. It is about 2" long. it appears as if something would slide up out of the hole when you slid the thumb slider? by the looks of the bottom, it can also slide out. Any ideas
