Old Bronze/ Brass miniature Fly Wheel-like parts ?? 1.125x.312"

I find these in the water and have a dozen or so from same area 1950s or earlier. Ive pored over the web and never found that they are TOY wagon wheels as they are brass and a bit too precise. They may have been cast, but are finish machined somewhat precisely. Probably fully machined. 3/16 hole, usually with rust residue on the inside. Any good ideas?

I have some about that size from an old box conveyor. We us them on small carts for model Hit & Miss engines.
