I think it's to hold sheet music while playing an instrument.
My mom played flute and I've found some of those in boxes of her stuff. I'm just guessing that's what they were. Some had a rod on them.

Confirmed, sheet music holder. Nice find.
 

It is called a Lyre in case you didn't know. Used one in the marching band in the late 60's early 70's
 

Scuba has it right. Its a Lyre that attached to the instrument so they could read the sheet music while marching in parades and such. Yours is just missing the long rod that held the part you found.
