old tool

Found the following tool in an old barn , in upstate New York, near Canada.
Item is about 1 foot long. There is no writting on the item.
Kinda looks like main part was an old file ?
I'd appreciate and ideas you may have !!

FOund info on the old tool, it is a WREST & LEVER saw tool. normally hand made from old files / rasps.
old fashioned method from 1800's to set saw tooth angel
