Ornate Thing

I found this item in Western mainland Europe at a site that produces stuff from the medieval era up to the 21st century but most of the finds are concentrated in the 19th century.
It is made out of some sort of copper alloy.
I figure it dates to the late 19th century but I have no clue what it might be.
Any help is appreciated.
