Can you use a gold dredge or Highbanker dredge combo in Pennsylvania?

No you can't use a dredge or highbanker, with out a permit and even then they you will have a hard time getting one. There are some posts here on TN that should steer you in the right direction or do some searches on the DCNR web site. Good luck
