part off some old toy?

So I found this in my yard about 5 inches deep and cant figure out what it came off of. The heart cut outs make me think its off of a toy but not sure. What do you guys think? And what kind of toy?

Might be a spinner or some call them whizzers. Toy. Clean it up and post a couple more pics with measurements.
