Looks like the little tab on the left edge was intended to keep this part from going through an opening. Access to the interior of something? Lots of holes for either attachments or decorative. Looking forward to an ID on this one. Nice recovery.

Looks like clockworks to me, but not a clock because of the mounting tabs, less precision. Maybe an old wind-up toy.
