I am no expert and can not tell from your pictures, but looks like black tourmaline. Maybe.
In my opinion it’s just a normal old weathered terrestrial rock with a little bit of iron in it. It’s not magnetic because the quantity of iron in it is very low. Many normal terrestrial rocks have tiny amounts of metal in it, usually iron, depending on the quantity of metal in it some are strongly magnetic or slightly magnetic and some are not.

The green is only on small areas of the outside, it does not go into the specimen at all. I can describe what the majority of the specimen seems to be as "metal", but I don't know of a metal that has crystal inclusions.Welcome to the Forum from Texas
