It doesn't wind up and the screw is removable it's just a screw with a loop on it...

What about buttons for a couch or furniture , and the wind up looking one for a cover to tie onto the top of the furniture

My guess... A saddle "horn cap" or "head"... mounts on the horn neck of a leather saddle.
Or shift knob for exotic car of some sort.
