Its hard to see because your photo is not in focus nor is it big enough to see what's really going on? Is the line running through Jeffersons head raised off the coin or sunken in also what does the reverse look like? If you can get a better pic in focus we can provide you with a better answer as for now im going to say nothing.
 
Image 2 is about as focused as I can get. The line is neither raised or sunken in. That's what is the weired thing.

dip that sucker in some acetone or something overnight and see if the surface stains rub off.
