Possible Civil War era button?

Found this in the old CF&I mining camp yesterday! After a bit of searching, I found only a few that sorta match, most of which were New York State Militia buttons and they don't have dates or even much info. It has 13 stars above an eagle grasping arrows, under the eagle there is the word "EXCELSIOR". Would love an I.D.. Also, if there is a better spot to post this, that info is also appreciated!

Is there a backmark?
 

It is a NY State Militia button. The backmark will determine if it is CW era. Can you post a pic of the back?

Here is a photo of the backside. However, even with my loupe I cannot make out any markings. Its in pretty rough shape! Thank you all for the replies so far!

That is NY Militia Staff Officers button as opposed to enlisted man's button which looked like this:

But, without a backmark, it's tough to tell whether it is CW period or post war. There may be subtle design clues that would tell you, but I am not enough of an expert on NY Buttons.
