Postage trinket?

This says postage on both sides above the eagle, it looks like it could hold like one penny or maybe stamps?. on one side it has a small loop.. any ideas?

Probably late 1800's.

There are also very similar cases which held tiny matches, called "vestas"— quite a bit smaller than a regular match safe.
