I doubt you would be able to make an impeller without the casting mold or an actual one to copy
I would suggest finding a pool/spa pump then cast them in aluminum.

The point may be moot though depending on the date of the original patent and/or the country in which it is copied not counting the fact that there is often no legal pursuit by the owner of the patent where they don't think it will harm them financially.
