Quartz tool, or just wishful thinking...?

Me and the boy hit the creek again, 95 degrees and 78% humidity....yikes.
came across this "tool" and a bunch of misc. flint. Don't know if my eyes are lying to me, or if this is, as it looks, a hatchet or tool.

Looks like it has a nice Blade edge so I say yes, it is a Tool of some kind.
