I believe it has something to do with Climate. In theory, the hotter and more humid it gets, the less clothes you need, i.e, everything's short. Also, the more heat you are exposed to, the thinner you are more likely to be. This, combined with the Blonde population of the South, and the tanned skin due to increased sunlight equals Southern Girls are generally hotter.

What about our Northern counterparts? Well up there, you are bundled up for the majority of the year, and they hide out in bars most of the time. Northern climate + bars + poor lighting, = girls with beer. and sunlight problems.

Just my personal theory.
