Rouge tin?

I've found a few rouge tins over the years, found a Princess Pat one a few weeks ago but can't I'd this one - if it is a makeup tin.

Any ideas what the H H stand for?

The Princess Pat rouge I found was from the early 1930's. Apparently it was popular back in the day, founded by Jewish immigrants.
