✅ SOLVED Service Badge

I found this service badge near a sidewalk a block away from a high school in an old neighborhood in the Skagit Valley.

I think it's maybe in a forgien language.

Both sides have a design, and I can see the area where it has a pin or hook.

I have it in Oil, am picking at it with a toothpick. It was really covered when I found it, and thought it was a chunk of tin can or something.
