Shell casing with emblem?

Dug today---It measures 2 1/2 inches long and is about 30 caliber.

first guess was off a swagger stick but I think it's too small. It looks like the primer was actually drilled out which makes me think it may have had a ring there once for suspension?

I guess the eagle was added to the cartridge and not made for ammo. It reminded me of this unidentified eagle. (same shield) probably generic. http://forum.treasurenet.com/index.php/topic,250603.0.html

I think since the eagle is raised up from the diameter of the cartridge that this is probably what they call a "bullet pencil" There would be the bullet on top with a pencil inside and this would seat into the cartridge.
