silver quarter?

I was hunting 1 box of quarters and my first roll of my first ever box of quarters I found what I thought was a silver quarter. It is a 2006 p mint north Dakota quarter with a solid white silver edge, it sticks out just like a 90%er in a roll of halves. Its silver right? Any insight?

It can't be silver unless it has an "s" mintmark. Its probably plated.
