That looks like a child's spoon. I wonder if it has something to do with the nursery rhyme with the cat and the fiddle. It would make an awesome silver ring if you bend it and shine it up. Someone would probably be really happy with it as a ring.

looks like it might be too short to make a ring - if that's true , you could still make a beautiful pendant out of it - or a nearby
silversmith /jeweler could do that for you - It's a lovely design !
