The pattern is known as ‘Kenilworth’, designed in 1887 by John T. Clulee but used for a number of years after that. This is a reference picture, not a crop from your original picture:
Although it’s usually attributed to the International Silver Company (ISC) of Meriden Connecticut, this was a conglomerate of smaller New England makers who banded together from 1898 onwards to ultimately become the world's largest manufacturer of silverware. The pattern predates the formation of the ISC and must have become their intellectual property via one of its founding members; probably Wm. Rogers or one of the Rogers Brothers.
