Small 4.25" stainless USA flatware piece?

[ilovemycows]

Does anyone know what this is? It measures 4.25". Back side says made in the USA. I believe it is stainless steel.

If I was given the option to be asked, hurry up what is this? I would say it's a die stamped US military issued spatula. But I find non like it. I'm unsure as it's small for a standard spatula, so I'm going with a vintage utensil cook set piece made for a child? I'll call it a toy!
