Seams like the stem goes into the bowl to high( no pun intended ) looks like 70s -80s strange it's not brass ( possibly not a pipe) I found small pipe on an old farm site it was made of lead!

Candle snuffer minus the handle sounds good but I think we need a size reference to make it a positive id.

Since I'm the leading expert on these things.... I believe it was a failed experiment on an early pot smoking pipe. This pipe appears to be an 1771C model. A & B models also failed. Later the A,B & C models were patented as candle snuffers and the owner made millions and moved the remainder of his family to America. Of course I have no proof of this but this is what I believe.... I gotta go make a beer run... later.
