tool for what? ask yourself that first and you can often answer your own question
It has a similar look to some hammer stones I’ve found, but wasn’t sure if it was possible for one to be that small? Can’t seem to find much info.

Knapping hammers can be pretty small and can vary widely in shape and size. I don't see any tell-tale battering along the edge where there's a missing piece. It looks like it was broken off rather than worn off from percussion strikes. The rest of the surface looks like natural erosion.
