I think this is part of the Native Sons of the Golden West convention badge. There is one like it depicted here. Dated 1938. Top row, 3rd from right.

****4 3/4" Long x 1 1/2" wide yellow/orange satin ribbon - the brass name tag/pin is 2" wide. The pin has beautiful emboss says " SAN JOSE In the Valley of Hearts Delight - Santa Clara County " (picture of a building, grapes & pears). On the Ribbon is printed " NSGW San Jose 1938 ".
