So Im completely lost now

So I'm completely lost now

I have literally been parked on my couch for 2 days now reading this forum. Love it!
I was reading posts from years back about the Bill that was on the table, the last post I read said the Senator said the bill was dead??.. And I can't find anything else about it.
So what happened to it
I ask this because I wanted to scuba around this year and kinda poke around on the bottom for fun. As we boat a lot , this would add some excitement for a day on the water.
And does anyone know about the leasing side of this?
