Solved! ornamental pewter, Brooch or Barrette 1880s

greetings,
dug this a while back, the Bead & Floral design is similar to some other pieces
I have that have been IDed as shoe buckle fragments.
it measures 2" X 1-3/4", & has 2 broken attachment points.
is it a buckle? or another unknown ornamental piece.

it is more delicate than the buckles.
Next question, does the design give any indication of age?
as i stated, the floral & bead design is very similar to shoe buckle Ided as colonial era.
