some type of pump handle (hand crank)

[Jim 2.0]

I believe I've stumbled upon an old dump site. I found this hand crank thing! It has "ARCTIC" PAT. DEC 3 1889, and at the very bottom of the piece the number "4" Tried to google it with no results. Any help appreciated.

Thanks, Jim

Great ID. We still use 3 antique White Mountain freezers to make ice cream on special occasions.
