Chunk of lead pipe repurposed for a sinker would be my guess.

Not sure if you mean the lead pipes they had in buildings but if so it's walls are too thick (at least twice).

Looks like a homemade piece, to many guesses to think into the mind of the maker. Might be a net sinker, weight??
