i don't know where you live, but I do know a bit about what it seems you are speaking of. From your brief description it sounds like you have been tagged, someone has claimed this spot and is warning others that the spot is taken. It sounds like drugs change hands in this spot and you are seeing customers waiting to buy (or sell). I have seen this activity myself in big cities, suburbs and even in rural, economically depressed counties. Maybe I am being an alarmist but if I was you I would describe this behavior to a beat cop and get their opinion.

I just read a week or so ago about a man who owned property and gave permission for "artists" to ply their trade on his walls. After years and albeit a cult following he painted over everything. He was sued, the court ruled against him and now it was something like 800 thousand dollars he was fined to pay the "artists". I'm sure it's on the web somewhere.
