Truth. What needs to be considered is whether you can recover fast enough to be worth the effort. I've had many say they know of a wreck with tons of copper. That may be so, but if the copper is spread out in several holds, it will likely cost more to recover than it will actually be worth in the end. Salvaging deep steel wrecks costs millions. Larger cargoes like copper and tin are spread out over the wreck, making costs go up. Gold and silver (if enough of it) will make the effort worthwhile, but if you don't know the stowage, then you're spending too much tearing through the wreck looking for it - and may still miss it due to it's small space required. Tough call. I admire the guys who go for it. In the case of the City of Cairo, stowage was known, and therefore worth the risk.
