cudamark, that it one sharp pin that is in really good condition! While I came up empty using Google image search, its size suggests to me it may have been worn on a lapel. Because the initials F.E.M. appear on a scroll, it may be academic related. However, whether they are for an individual or organization is beyond me. Maybe telling us a bit more about where you found it would help.
