I vote Natural although the hole gives me pause, could be fossils that fell out or maybe it was drilled/ abraded maybe as a bow drill base? But as far as the piece being a tool the na’s hafted axes with grooves more often than not or wedged them into a gap in a piece of wood and they tend to be more well formed. That seems like it would be a heck of a thing to swing. Keep looking though.

I was curious about the hole too, but after blowing it up I can't see any signs of being drilled or used as a fire starter hole.
