STRANGE METAL DISK WITH "TEETH" FOUND

looks like you would push the tabs on the sides to close the teeth
don't have a clue what it is . . . any thoughts?

CLEANED IT UP A BIT AND IT HAS THE WORDS "START WITH ____ " ON THE TOP AND "END WITH BARREL MCKEY" ON BOTTOM
