It looks like a lock plate cover or a good luck charm. I can see what looks like a horseshoe design. I guess were are talking around 3 inches or less long and 5/8 inch wide and thin.
It could be off a toy motorcycle and looks something like a motorcycle engine missing the kick start pedal.
