Looks like a level gauge with the sight glass gone.

Yes that makes perfect sense and the valve would be the drain i wonder what it was for :icon_scratch:

yes...drain valve for old engines with oilers that pumped fresh oil into the bearings. this would cause the crank case to overfill and periodically the extra oil would have to be drained. my rumely oil pull tractors have them and i have also seen them on hit and miss motors with oilers. i have seen them bring 100 bucks on ebay! however...yours has been broken off where it mounts into the engine. dave
