Tags found while metal detecting

These tags were found while metal detecting in a field. Trying to figure out what they were used for. The fronts have 4 digits numbers, and the backs do not have any writing on them.

huge lot of 70+ industrial machine-age vintage solid brass tool/locker basket tags

We have tried to find cow tags and tool tags that looked like these, just didn't find any that close in appearance... they were both our first thoughts also, figured I would ask the experts! LOL

Since you found these all in the same area and the numbers are all close to one another, I will say utility pole numbering tags. (If the numbers had all been the same I would have voted "tool tags".)
