Just a general question of what the advantages of using both certified and registered mail for filing claims and amendments?
Thanks in advance for your input.

If sent by regular USPS, if the letter sits on a shelf for a year nobody is at fault if someone jumps your claim and files. If sent by Registered mail, someone signs, and you have a name and it is date stamped.

If the registered mail number paid for in US dollars is clearly on the document only the postmaster / clerk can be called upon to testify to the fact that the 'mail matter' was posted, sealed and delivered with the responsibility of the clerk signing the date stamped mail. The return card is a type of receipt.
This is not the case with certified mail matter.

There is also a stiff penalty for not handling the registered mail by the book of both a fine and years in prison. This goes way back to the founding of the "Post roads".

USPS changes may delay postmark dates. What it means for your tax returns, ballots, bills and more

The U.S. Postal Service said it is not changing how or what it postmarks, but rather is clarifying for the public what to expect in terms of when that postmark is applied.

Limited pickups from some post offices, as well as mail traveling farther to reach regional distribution centers — where postmarks are done — have led to an increase in delays between when you mail something and when it gets postmarked.

To make sure you get a postmark that reflects the day you mail something, you’ll have to go to a post office counter and ask for a manual postmark.

I believe that with registered mail matter is not only sealed many times right in front of you but also post marked establishing the fact of instant mail matter. Where certified mail can take up to about 21 days.
