The top says "APEX" and the bottom says "license notice inside" - made of Copper

I found this at an excavation site, it was cleared and there were piles of dirt all over the acreage. I washed this up and was wondering if any one knew or found one of these. Does it have to do with placing a license inside this "holder"?

Dimensions

4 inches by 2 inches, opening in the center and all copper, man it was a great sound when I hit it!!!!

The top reads Apex and the bottom reads "license notice inside" What on earth did I unearth?
probably nothing really but at least I know someone can help me solve this, thank you for your help indeed.

This might not have anything to do with your copper piece, but there is an Apex Supply Company that sells Plumbing Supplies. They were established during the 1930's. Here is their company history:
