Thick Metal Square With A Hole

Hi, dug this in an old yard from 1800s...solid and kind of heavy with a hole. Measures 1" x 1 1/8", about 1/4" thick. Maybe made of brass. Ideas welcome.

Pretty sure it is a cable lock.The cable goes in one side and teeth keep it from coming back out.Can't remember the different uses for them, could be telephone line related.

I mistakenly called it a cable lock.Google cable seal.More than likely the steel cable has rusted away and all you are left with is the brass locking piece.

Does the hole go all the way through??
