Early navy 1812ish?
It certainly has that 1812ish feel about it, but the style of the eagle strikes me as just a hair earlier. Heck, I'm not even sure it's button!

I know what you mean about the style of the eagle looking older, it looks that way to me too.
It does look a little bit like an 1812 navy button...

kinda looks like a rooster?
maybe a badge from an old hand saw?
i found one like this a while back..i can see where it might of had a screw hole..
