I believe you are correct. It is peeling and exposing the base metal. Keep digging and best of luck to you! Sub 8-)
 
found my first pop top and "40" oz beer cap...lol I didnt keep them...lol Still finding a few pennies around my house. Found a smokey the bear plastic pin. The equinox was picking up on the "frog" .
