Looks like a horse harness buckle.

Ring thing looks pre-Victorian.

My first thought on the buckle was that it was early to mid 19th c... But now that I think about the number stamped on it I dunno. I'm with the others on the brass ring being Victorian or so. And a little irregularly shaped for a piece of horse equipment I'd say.
