✅ SOLVED Tool of some sort?

I found this at a site that's produced items as old as 1730. I haven't found anything like this before and it has me stumped as to what it could be. Any insight is greatly appreciated!

It measures at 3 1/2 inches and the widest part measures at 1/2 inch.
I believe it is made from brass.
