tool tags but...

These were found at a ghost town that was a mining town in the teens to early twenties. I figure there tooltags because of other posts I've read what I can't figure out is why are 3 of the tool numbers are the same.or are they tool numbers? any info on the subject would be appreciated I don't know how the tool checkout system worked. here are pics of the tags and the site,there is at least a dozen cellar holes like these I have detected there once in coin mode and these are my only keepers.

the fact they say SAFETY FIRST and there are several, I would say Tool Tags also.

the 3 #218's were probably for Miner #218's Tools.

when he would take a Tool, he would hang a Number in it s place till he returned it.
and for the record, Hard Hat, Light, and Boots, would also be
considered tools. IF company Property.

These may be "lamp check" or "tool check" tokens. Issued to miners before they went down the shaft and returned to a supervisor at the end of the shift.
