Two mystery items

Found these two in the same place as other Civ stuff, such as a Union spur and a NY officer cuff button. Some detector enthusiast friends of mine think the one is a Malcolm sight, as I thought it was a rifle's ladder sight. There are a couple of faint lines on it. The other has baffled all of us. I thought it was a sight too, with the number 200 indicating the yards it was sighted for. It doesn't look modern, since there are hallmarks on it. Need some input here. Thanks for looking!

Want a strange thought??
Without any kind of scale to comprehend it's size,,
I immediately thought it looked like a holder for napkins. lol

It does look like it says 20C, but the C is a zero that scaled over, much like the first zero's scaled over at the bottom. I looked at it thru a microscope, and you can see the outline of the whole zero, both of them. As far as scale, I posted that it was an inch high, 3/4 of an inch square.
