I don't know about TWRA land.

There's something about in the lake itself also. I can't remember if it is TVA or Corps of Engineers that you need a permit or is off limits all together....... Anyone else have any idea?

I know TVA property you will definitely need a permit.

I contacted TWRA a couple of years back and asked the same question. Their reply was: detecting itself is not illegal, however digging and removal of artifacts/relics violates state statues. As far as TVA, you can visit their website to see their rules concerning detecting and print a copy of the necessary application.
