I think rather than Oils, it is Falls, as in Zumbro Falls, MN. I don't see it in the old MN Maverick book, so will see if the guy currently working on a new MN token book knows of it.

From the guy who is working on a new MN token book, this one reads:

J. B. SCHWARTZ / ZUMBRO / FALLS, / MINN.
GOOD FOR / 5¢ / IN TRADE
23mm S12 Al

And, with the first initial, I found in the 1930 Census for Zumbro Falls, Jacob B. Schwartz listed as "Proprietor - Own Billiard Parlor" on Main Street.

In 1920 he had been listed as a butcher.
