Possibly a ring to hold a wooden railing on a train car or stage coach.

Neat find 4-H. It is the odd shape that throws me, or else I'd say right away it was one of two handles that lay horizontally on a metal serving tray, pot rim, or something like that. If you look at the side of the loop, is there any evidence that it was hit by something which forced it out of round before snapping the rivet?

The only attachment point appear to be the pin. Maybe candle snuffer?
